This. They might have been Jedi Masters, but they knew they had no shot at defeating a powerful empire. They fell back when they heard of everybody in their camp getting killed.
Because they werent strong enough to take on the entire Empire on their own. You gotta remember at the time there was no rebel cause, everyone was championing Palpatine running shyt, so it would have essentially been Yoda and Obi-Wan vs. the entire galaxy.
They tried to fight the most powerful sith and his new apprentice (who was the most force sensitive of them all, at least at that point), and they basically lost. Well Yoda did. And there's an entire clone army hunting for em. They had no choice but to lay low and let things cool off until they could come back.
