USC has the best facilities and campus in the area, it is the most visible, and a very wealthy school that can support this type of program and funding. If you want a program to succeed and produce talented graduates it would be the right place to be in LA. USC is expanding a ton because so many people want to attend which gives them the ability to add programs while other schools are cutting non-core classes.

Yes more white people and Asians go to USC than black people but it isn't just a 'white' school. The school has also produced a number of business men/women, tons of athletes, and entertainers of all colors. This isnt the fukking South, its not just white and black here

USC is the biggest college in Southern California, that is his community regardless of it not being a "Black school". It also has a reputation as being the school for film. He's creating a new major where it can get the most impact and benefit his community, more than just blacks.
