They're just not giving him enough to sink his teeth into. I think Hangman's doing fine with what he's been given, but he's just not the guy that can elevate mid-level material or thin concepts on his own right now. Give him a concrete story he can work towards and he's great (and his in-ring work has been very good at the absolute worse since coming back), but they're just throwing challengers at him right now. Maybe he could make that work in a few years, but he's not quite there yet.
