Easy. Rock vs Roman is a dream match that the majority want, and then Roman vs Punk can happen at Summerslam. Punk faces Cody and Seth can find some random person to fight at Mania. Rock vs Cody looks more like Cody stealing Roman's story.
That card is why you have Rock showing up, because someone has to save the damn show
