Because on Raw, they are just wrestling. You don't know why you should care that they are there. All the character development happens on 205 Live. And if they did get a story, it's in Raw's nature to wipe the slate clean seemingly every week, hence why they've put on basically the same show for multiple weeks in a row.

Their wrestling seem extremely toned down on Raw to keep it from upstage the main event. It's a lot better on 205.
