The crazy thing about the E is that they always forget their own continuity. The reason hell in a cell was created to begin with so that the undertaker could get his hands on shawn without DX interfering. And he was going to torture him within the cell. Cool. It was a story device. So using it as a ppv to blow off feuds and to inflict as much pain as possible. Now it's just a prop

To be fair, WWE has consistently pushed Del Rio as a real player. He was one of the more consistently booked heels (and faces) during his first run. With no Mysterio, they'll probably continue that so he can fill that void as the Latin/Hispanic star.
