I do agree with you that he's more of a Paul Heyman stable leader than an actual worker but he's something they need bad right now.

A bad guy that doesn't fit their cookie cutter mold and they've gotta ride that wave and he's connected to a world they stay trying to break into. He's a dope at times but he's social media cool. That matters.
