People did that with Skyrim. Some kid made a fully new world with voice actors and everything. It was a mod called Falksor or something to that effect. It was just as good as Bethesada DLC. It was very impressive. People also did that with New Vegas. It's impressive how far sone of the people go with mods

Witcher 3 needs better modding tools for it to work with that game though. But Bethesada comes through with their shyt.
