shyt didn't work when 9/11 happened. Never understood the test as a kid...and when something goes down forreal 9/11 as a teen it was word of mouth and then an assembly about it and tvs in classrooms. No TV Alerts, no phone or two way pager text. No radio alerts etc.
At least it gets more usage now in days with Amber Alerts.
I think we should use it to announce high drawings for Powerball and mega millions over a billy.....I accidentally end up hearing about them. I think it's in national interest to know and keeps the system ready, imo
