I wanna say 15 min with God but I live in this capitalist world where more money usually means more peace and satisfaction

If this was offered to me, then I would know that god was real. So there would be no need for 15 mins with god right now, because I would have an eternity with god once I die.

How could one be certain they are actually speaking to God or even to the god they believe in? Any advanced being with technology far beyond ours would seem godlike to many of us.

I would take the $100m. I can do actual tangible good with that. Taking into consideration that if God is real, then there is a chance I may meet it in the Afterlife anyway.
