I think your half right. I don't think they're being assassinated though, more like being held and getting their brain picked over. Killing people that possess knowledge and can be a bargaining chip wouldn't make sense. So many countries have sleeper cells in other countries it's honestly hard to tell who but I'm sure it has something to do with the war.
