Shinsuke and Roode are way more suited for Raw than SD. They're both big superstar type characters with grand entrances who would be best showcased under a primetime flashy bright lights ordeal like Raw, and who would get over regardless of bad booking/writing. Not to mention Shinsuke wears red from head to toe. Joe is more muted and dependent on his in-ring qualities, which works better for SD's writers who get the most out of their roster and aren't reliant on temporary highs
