Fairy Types didn't exist until two years ago. Before that Dark/Ghost had no weaknesses for a solid 10 years. The second Pokemon with that typing was Spiritomb who also had no weaknesses until Fairy Type.

Now the only Pokemon with no weaknesses is the Eelectross line who is Electric with levitate so ground moves don't do any damage.
