I agree partially. But people need to remember that most underage prostitutes are the result of trafficking . Not saying robbing people and prostituting is an excuse but a lot of these girls are runaways who are sometimes forced into fukkery and given their age I think it should be considered that they can't be expected to take full blame, especially if its under duress. A lot of these girls are purposely targeted at a young age by pimps because they are easier to control and manipulate.
