I'm thinking hate contra love.
Jay-z is probably the most hated, but almost the most loved, so therefore he' not on the list. And the same goes for Drake, a group of angry cats like Wacky D & Big Ghostfase hate on him but they are essentially dwarfed by the amount of cats that are indifferent and fukks with him in particular. I also think Kanye might be worse than Jay, more haters (specially cacs) and more love (in the younger generations).
