Why is the title so manipulative? The girl isn't 14 anymore. She's 15 years old now. The 19 year old girl met her when she was 18 years old. One was a freshman in high school, the other one was a senior.

You have four groups of kids interacting with each other and it's natural for them to fraternize. In the same damn building everyday, but it's a criminal offense for some students to date another one
If you don't want these students fraternizing, keep the 9th graders in middle school with the other little kids.
