I have lived in NYC, Hampton VA and outside Philly now....I have never heard of that

It's not a curfew as far as being outside. It's just clubs/bars/lounges close at 2am.

Breh! Dead ass Houston was a disappointment. Everything close at 2. 
Tampa the only city that closes at 3 am.
New York was cool just didn’t know the cool spots to go to So me and my home boy was going all over Greenwich bar hoping 
Miami can go to hell. Can’t stand that place.
