Reading the story, it seems as though he learned of a high number or percentage of veterans among the homeless in metro DC. Likely during his brief stint in the Air Force.

Exploiting people who were down on their luck, but with previous military training.

You make the assumption i am not informed about the resulting deaths of Mao's reign or some of the negative impacts it had. Make no mistake, it was Mao that unified China, and led it out of juat being a colony to a major international player.

Him being a necessary catalyst isn't just opinion alone, and shared amongst other Chinese.
