That's something I can't answer. I wasn't there. It is possible that other cops would have, in the same situation, fired a couple more rounds to prevent a possible return of fire. Like in case the dude could have been hiding another gun out of view.
These are semantics.lethal to me means lights out, end of story. they are trained professionals many with military backgrounds.
