Scouting is much more than numbers and production. That said, Wilson was very accurate and efficient in college. He had good pocket poise, tangibles and playmaking ability. This is CBS' scouting report of Wilson:
Accuracy: Was the nation's most efficient quarterback in 2011, earning a 191.78 QB rating
-- over 22 points higher than the next highest rated QB from a pro-style offense (Andrew Luck) … Showcased the ability to consistently throw receivers open versus single coverage as a senior, demonstrating impressive improvement in this area from his time at NC State.
Delivers a tight spiral that is easily tracked and caught. Typically hits his receivers in stride whether on zipped crossing routes, touch passes dropped over the top of defenders or line drives leading receivers out of bounds on the deep out.
Arm Strength: Arguably Wilson's most impressive trait, especially considering his lack of ideal size. Can easily make every NFL throw, showing the ability to drive the football to the sideline on a line from the opposite hash. Can send the ball 40-50 yards downfield with a flick of his wrist.
Setup/Release: Efficient set-up and delivery of the ball. Experienced taking snaps from under center and shotgun. Drops back quickly and shows good rhythm and timing despite limited experience playing with Wisconsin's receivers, planting his back foot and driving the quick slant. Has a quick, over the top release and does an excellent job of finding clear passing lanes from which to throw.
Reading Defenses: Cerebral quarterback who is rarely fooled by coverage. Makes strong pre-snap reads and demonstrated improvement as a senior in manipulating the defense with his eyes and legs. Shows good poise in a muddy pocket, stepping up to avoid the rush and challenging linebackers to either commit to stopping him from scrambling or dropping off to cover receivers behind them. Is more than willing to scramble but does a nice job of keeping his eyes downfield until the last possible second.
On The Move: Very good elusiveness and speed for the position but his most impressive trait may be his vision. Anticipates pressure well and does a nice job of forcing the defense to commit and taking advantage of the weakness exposed once they do. Very good mobility for bootlegs and roll outs, showing good accuracy and arm strength to fire passes
downfield.

STRENGTHS: Ranks among the more dynamic college football players in recent history. Remarkable maneuverability. Excellent agility and burst, as well as straight-line speed, but what makes Manziel so difficult to contain is his vision. Seems to possess eyes in the back of his head, showing incredible spatial awareness of those around him.
Actually more accurate on the move than he is standing flat-footed in the pocket and made significant improvement as a traditional pocket passer in 2013. Improved velocity and placement on intermediate and deep routes in his second season as the starter.
Highly competitive performer, who despite his hype as a party-goer, is respected for his work ethic and commitment to the team.
Despite ordinary size, possesses large hands that Texas A&M coach Kevin Sumlin has compared to another undersized quarterback - Drew Brees. "Having those big hands not only helps tote the ball in traffic, but he can basically go all through his motion and still pull the ball back," George Whitfield, a private quarterbacks coach who helps train Manziel, told CBSSports.com's Bruce Feldman in 2013. Whitfield also has worked with several elite NFL quarterbacks, including Ben Roethlisberger, Cam Newton and Andrew Luck. All three have size 14 shoes. The 6-foot Manziel wears 15s.
Proven production and ability to produce in big moments.
WEAKNESSES: Tendency to fall off his throws, even when standing flat-footed with no pressure. In falling away rather than stepping into his throws, passes lack consistency accuracy.
Willing to throw passes late and over the middle, and relies on his wideouts to make plays in jump-ball situations. Possesses enough arm strength to make every NFL throw but does not own a howitzer and projects best in a timing-based offense that utilizes rather than limits his creativity.
String of off-field issues brings maturity level and ability to handle the rigors of being the "face" of an NFL franchise into serious question.
COMPARES TO: Jeff Garcia, retired - Like the 6-1, 205-pound Garcia, Manziel does not possess ideal size but his unique maneuverability, vision, competitiveness and underrated arm talent could mimic the four-time Pro Bowler's success in the NFL.
Manziel, of course, will be entering the NFL with much more fanfare than Garcia, an undrafted free agent out of San Jose State who spent four years in the CFL before catching on with the San Francisco 49ers, but the hype that follows Johnny Football is one of the issues of concern for scouts. Further, Manziel is entering the NFL at a time when dual-threat quarterbacks are preferred rather than admonished for their creativity and playmaking abilities.

I'm not denying that Russell Wilson is the better QB in the pros and still will be. I'm only discussing them as draft prospects. As you see in the scouting report, they refer to his "improvement" from NC State to Wisconsin which I believe it was more of the fact that the Big 10 is weaker than the ACC
I believe if he'd played his entire career in the Big 10, RW would've been at LEAST a late 1st round-early 2nd round pick as Johnny should be as well, but the hype has him at the top of the board with no Andrew Luck/RG III to compete with. Also, in the scouting report you posted, it doesnt display any weaknesses for RW![]()
Basically, Johnny has good accuracy and good arm strength to make all of the throws......even though his arm isnt as big as RW's. Johnny's the bigger of the two and RW's faster. I personally believe Russell Wilson will still be the better QB, because he's more under control and isnt a gambler in the pocket, but Johnny's gonna be a good starter in the NFL as well.
