They need to allow them to review the whole play, including potential penalties. Dude only fumbled because he got hit helmet to helmet. It kinda gives incentive for defenders to do illegal shyt like that near the goal line.the refs got to at least admit missing the helmet to helmet call ,. This would force the league to alter the rule book
