This question gets asked every year with these lists "how come so and so ain't on the list, why is so and so on this list" I don't know why people haven't caught on to the fact shyt is arbitrary anyways and the design of it is to get smaller artists more recognition while also simultaneously selling issues and generating buzz by having some big names here and there Drake, Migos, Childish Gambino, Frank Ocean, ASAP Rocky, Jay Electronica, Tyler the Creator, Chief Keef, and Bobby Shmurda have never been on it yet Lil Twist and OJ da Juiceman have.
