Nah he'll have 9 years of service so he can only get 30% of the cap. After Year 10, it's 35%.

OKC can offer 5 years $165M to Russ next year

It's easy to blame the Gm's and I think the nba has the most dumb Gm's out of the sports but a lot of times it's the owners who don't have patience and want you to spend money more quickly then wisely just so they can sell a few playoff seats a year even if there's no hope of ever contending

Don't forget there's also a salary floor. Teams have to spend 90% of the cap. If they don't, they cut a check that gets divided among all the players. So they don't really "save" money either way.
