People need to stop looking at the sticker shock of the raw numbers and look at the % of the cap each contract will fill up under the projected future 107M cap number.

Conley's 30M per = 28% of the projected 107M

In today's money that's equivalent of the 20M deals on the 70M cap that Paul Millsap, Lamarcus Aldridge signed.

In tomorrrow's money, he's gonna impact the cap 5% less than the next max point guards (e.g. Steph Curry's future 5/175 35M per deal on a 107M cap)

Essentially every team can afford at the minimum 2.5 "max" deals which makes 75 "max" slots across the NBA.

So is Conley a top 75 player and a top 12 player at his position? I think he makes that cut. It's just the utter lack of talent in the NBA (there aren't 75 great players) and the compression of talent (all good players are on the Cavs, W's, OKC, etc.) that makes these contracts look out of place.
