Yes it is, they won 40 last year with Gobert missing 21 and Favors missing 20, all while not having a starting PG.
They will win 50 or more next year, especially with the Thunder falling off.

They won 40 last year and were snake bitten by injuries
Lost Gobert for 6 weeks and Gobert and Favors the last 2 games of the regular season and would have made the playoffs
Lost Exum for the year, Lost Alec Burk for the year
Had a replacement level start PG all year in Raul Neto....so bad that they traded for Shelvin Mack and he instantly became the starter.
The Core of Hayward, Hood, Gobert, Favors are all a year older.....Lyles is a year older. Now they have veteran presence in George Hill who's a top 15 PG. They've already been one the best defenses in the league since they traded Kanter in 2015. They now have Joe Johnson and Diaw which allows them to be even more versatile in their line ups. This is a deep roster now 1-12 and will be tough to beat every night.

I thought the Nets would nab a few free agents to help them win atleast 25+ games. Their best acquisition ended up being Jeremy Lin.
