Yup,
You build around the draft. Develop young cheap talent. You go for top tier guys or do one year deals, don't fill your cap on middle guys that don't move the needle.

It's easy to blame the Gm's and I think the nba has the most dumb Gm's out of the sports but a lot of times it's the owners who don't have patience and want you to spend money more quickly then wisely just so they can sell a few playoff seats a year even if there's no hope of ever contending
