To be honest the only that makes no sense to me is Naito at n°5. He's had a terrible year even in kayfabe. Can't remember the last puro champ from one of the big promotions that ate so many Ls in 9 months

Yeah taht I didn't get, he was a 2x IWGP champ during the eval period, which ended in July. That's the only reason I can think of why he would be top 5.
