Voter turnout is part of the problem, but disenfranchisement seems like most of the problem since it also drives turnout, or the lack of it. These maps were upheld for the 2024 election but are set to be reviewed by SCOTUS sometime this year. Black voters will probably lose that second majority district, given the Court's right-wing supermajority. That change increased the Black voter percentage in the 6th District from 24% to 54%, which helped flip a Republican seat. This shows how disenfranchisement is the real issue, and if the maps were fairly drawn, Republican power in the South would be severely diluted.
