For contexts I live in Bowie and every time I go to Columbia, which is not often, I’m impressed by the retail/restaurants and most notably the customer service.
My comment is mostly in response to the association you alluded to with Baltimore. To that point, Columbia feels much closer to some of those moco and va locales on the spectrum than Baltimore.
Maybe it’s two sides of Columbia though
