Splinter Cell: Conviction is about as close as we will ever get. The way Sam Fisher is dressed, the interrogations, and even how Third Echelon HQ looked similar to CTU. Ubisoft definitely took inspiration from 24.

24 was the first show people binged watched. FOX would air the show weekly, but after the season ended the cable channel FX would run the entire season in real time. I knew tons of folks who threw 24 parties as they watched the entire season straight thru.
