I agree in a way. It's obviously better to have a seatbelt on, airbags, good tires and good brakes to avoid dying in a car accident. No victim blaming but there are things that can be done to minimize rape. Just like any crime.
But let's be real, minimizing the causes on the victim side will never nullify them because the very problem lies in the culprit side, ie in the education of some men (let's just talk about men here) and/or in the mental disorders of few other ones (multiple studies show most rapes are not caused by strangers or lunatics but mostly by relatives). A way too large part of men see women as goods, trophies or worse as preys and that's where fighting rape begins. In booty shorts or in burkas, if a rapist wants his, he will get his.
That's why you have children that have been molested and raped for over a decade. Pedophiles and rapists should be exempt from the no cruel and unusual punishment bullshyt. The only thing is that rapes, sexual assaults and molestation would have to be more thoroughly investigated so the wrong person doesn't get drawn and quartered. On the flip side if a woman files a false rape claim she should pay restitution via a lifetime of hard labor.
