Not a plot twist, just there's no such thing as a suspended license. Your driving privilege is what gets suspended, not the actual license. "Suspended license" is like when people say they have "full coverage," for insurance, there's no such thing, it's a colloquialism.

It could be by the state that issued it: Thus making it illegal to drive in any state.

or

It could be by another state that didn't issue the liscense and make it illegal for you to dive in that particular state.
