Basically. Pac was accustomed to dealing with simpler minded folks who were swayed by his charisma. He got caught up with some sophisticated criminals who had been around better actors than him.

Remember the context of Pac's run ins with them. He was around them while he was filming a movie. I'm not trying to say Pac was a "fake" dude but more so that they see through his type when the grandstanding begins. They see who he calls when things happen, they know they don't fear those people he's calling.

Instead of letting street nikkas stay off to the sidelines while 'black leaders' wagged their finger, he wanted to bring panther principals back to the streets to give them some structure and community oriented focus if even a little bit. The criminal element he grew up around still had some honor and connection to the community, they were more outlaws than thugs.
