You're overestimating how many people watch NXT. And the last loss straight up doesn't matter if you show up on raw to a big pop.

That's how developmental always goes... dating back to when the WWE first started using developmental systems, put over the next guy then move up to the main roster.

Kevin Owens somewhat broke the mold when he debuted on the main roster as NXT Champion, but he eventually dropped it too
