you're using human moral reasoning, government agents have no concept of right and wrong because they're not human beings anymore

the gov't's position is that because they didn't convert a property to public use, it doesn't qualify as a "taking" and they have no responsibility to pay for it - and because they were protecting "public order" they have total immunity for their actions

so now a loophole exists where they can seize any property outside of the eminent domain process, by reducing its value to zero via demolition
