why it's only $400?
Because it's not large enough so that you can notice the resolution difference at typical viewing distances and more importantly, the HDR isn't even worthy of being called HDR. It's no where close to Samsung's best, the quantum dot joints. It's literally just a 4k TV. It's not a bad entry-level TV though.

don'tt buy it. Doesn't support WCG and it's not the best screen Samsung has. It's literally a bullshyt 4K TV for like an office or somewhere that'll just have bullshyt on.

4K less than 50" is going to look like very sharp 1080p. People are still confused about this and companies are having a blast pulling in the uneducated consumers with these $400 4K 40" hdtvs.
Not all tvs are equal brehs. There's more to it than just seeing 4K on the box.
