I think that year In the finals Utah scored 63 points. That wasn't just great Chicago defense. That's Utah having nobody who can create offense for themselves or others.

It was the following year and it was 54 points. Their 2nd and 3rd scorers averaged just under 11 and just under 10 points per game

However I will say this though, late 90s were not as great as late 80s and early 90s. The fact that Jazz used to get bounced early in playoffs for numerous years and then somehow they found a way to get to finals twice in late 90s shows you that it was more of a western conference just becoming weaker. I mean 36 win Clippers made the western conference. I'd be more than surprised if another team in the west with less than 40 wins ever made the playoffs in the west ever since then.
