There's some truth to this. If what you means by "works" is spreads fear to a wider audience. That and a part of this is these a lot of shooters want to be celebrities.

I think we'll agree that we shouldn't spread mass murderer's propaganda, but I don't see a way out of reporting the incident entirely.

It's a double edged sword. You don't report then they say we don't care you do and if you do, then you give them the notoriety they want.

Just don't spread that video and manifesto and glorify it.
