T-Mobile has been moving away from contracts for some time now. That's why I switched over (from Virgin Mobile) to their $30 Monthly 4G Plan last year.
I'd rather wait for a good deal on a new, off-contract phone and pay upfront (even if it costs $500-$600) so I can get a minimal monthly plan for the best price (again I'm only paying $30 for the plan I have right now) rather than sign a contract and get a "free" phone and pay $100 or more every month for two years for service.
I think alot more people are wising-up too. T-Mobile just needs to keep the phone lineup relevant like they have started to do. Once LTE goes up and they start getting iPhones the same time the other carriers they could pose a big problem.
