Honestly no body knows.
The idea is that the pie will grow bigger. Of course the rich will get most of it but the poor will get some.
But a popular thought question
If I give you and a fellow American 2 million dollars with a catch.
The fellow decides on the split but you have full veto rights. So basically if the guy splits it 90% to 10% and you think 10% to you is too low you can veto it and neither of you get anything.
