there was a time when that used to work...but some of these kids won’t stay there and start running around the school and hiding and in some cases even try to leave school grounds
I’ll never agree w/ calling the police for an elementary school child...but I have no idea what a middle ground solution could be once teachers/administrators aren’t enough to discipline the child and the parent(s) can’t be reached

That's asking for plenty of lawsuits. There are "special needs" children that may pinch or hit on occasion when they're frustrated or can't communicate effectively. Instead of correcting and improving their behavior, they should be arrested too, huh?
