President Bush 41:
-Caused the economy to go into a recession which effected black people the worse. During the peak of the recession in 1992, the unemployment rate for black people was in the mid 14% range (a 3% increase from his first year in office) and the black poverty rate went up almost 3% (estimated).
-Willie Horton racially divisive ad during his campaign for President that capitalized on white anxiety and fear.
-Wanted to cap appeals in the court system and wasn't fond of plea deals.
-Continued the war on drugs that proportionally effected black people and continued many of Reagan's police policies that proportionally effected black people.
-Was directly against race-exclusive” scholarships that helped minorities go to college. The Bush administration said they were illegal.
-Vetoed the 1990 civil rights bill because he thought it was a quota bill. Signed the revised 1991 bill.
President Clinton
-Crime bill which skyrocketed an already growing mass incarceration problem from Reagan and Bush, expanded the death penalty by 60 categories, 3 strikes and you're out law.
-Signed a bill that cut welfare. The bill had some successes due to some money he was able to get for people but also had big failures that proportionally ruined black people.
The only reason he's not in the conversation with Bush is because until Obama, Clinton had the lowest black poverty rate in history and the black poverty rate shrunk 11% during his tenure. Millions of black people were moved from poverty into the middle class. Also at the economy's peak, the black unemployment rate dropped 7% from Bush's peak in the recession to the lowest black unemployment rates on record. Incomes and wages also went up for blacks by a lot which is why a lot of older black people love Clinton. They thrived economically. (The longest economic expansion in the history of the US)
President Bush 43
-Like his father, caused the economy to go into a recession which effected black people the worse. This recession was worse than his father's. The economy went into recession during Bush's last year and the effects of the financial recession carried on for years after Bush left office. The black unemployment rate went up 4% and the black poverty rate went up 2%. Black incomes and wages are ruined.

-Bush's DOJ saught to weaken Title VII and filed fewer title VII complaints on behalf of blacks than Clinton, and argued in court several times in ways that weakened title VII for those who are being discriminated against. Also argued affirmative action cause in the supreme court under the guise of unfair quotas. Rejected by the courts.
