IT had to be that way because Sasha is the real top contender and Bayley hasn't been proven to be as resourceful in the ring as the Sasha character on Raw. Sasha found a way to outsmart Dana and Charlotte a few times already and TRUELY they are just using the back injury as the one chance Charlotte has to retain.

I honestly right now can't say Sasha is more over than Baylay though. And if she was gonna job why not to the Natural Selection. I've seen Bayley kick out more shyt than Hogan. Doesn't add up.
