135 has the luxury of being stacked for a while. Tank doesn't need the rematch, but he gave Cruz that spotlight, and he's been running with it ever since.

Cruz is forcing their hand, but it'll be a year before he gets a real shot. He's still young, and everyone else is already fighting each other.
