Gangs in the late 80's and early 90's had structure because the original leaders to some degree still called shots, once the feds put an end to that we have what you see today. This kind of thread belongs on a site like TheHoodUp. And for the record, pretty much the majority of cities in the 90's make Chicago look like DisneyLand, it's only dangerous by today's standards mostly with the media hyping it up making believe Chicago is the murder capital of the US when crime has gone down drastically since the 90's like a lot of other cities.
