i know of situations where a minor sexual assualts another minor which i believe is what happened, not a "woman" as OP indicates ( i am talking about a young boy that molested a younger female relative). in any case, they would be treated with kid gloves in a juvy system if it even got there (nothing happened to the boy, as far as prosecution, the parents didn't even want to do that, they just became estranged family).
not really the same as a grown man that continues to flaunt his acts for decades after reaching the age of majority.

but offending kids definitely need to be rehabed when stuff like this happens. because ironically, i looked up the boy the other day. he is now an adult and I found him on the sex offender registry
