I wouldn't say he made them all famous. I mean....

Timbaland- already famous from his work with Aaliyah, Ginuwine, and Missy. There was also his album with Magoo that went platinum. Sure, Vol. 2 was the biggest album that he worked on that time, but he was already established at that point.

The Neptunes- already had "Superthug" prior to Jay's "I Just Wanna Luv Ya". Mystikal's "Shake It Fast" was also huge around the time Jay girst started working with them.

A case could be made for him making Kanye and Just famous because their work on Blueprint definitely made them super producers.
Agree that he didn't make Timbo, Pharrell and Swizz famous, but he was part of the come-up and always working with them publically

He was also a blueprint (pardon the pun) on how to brand yourself as an A Lister in rap

I think maybe you just read the video title that they messed up on. The discussion in the actual video was about how most of the time producers help make rappers famous, but Jay-Z is one of the only rappers that makes producers famous. They were excluding groups where the famous producer is a big part of the group (like RZA in Wu or Dre in NWA, etc.)

They were just talking about solo rappers and unaffiliated producers. And I actually don't hate their argument. Jay-Z definitely helped blow up a fair amount of producers in his career.

I don't think anyone would argue that these guys wouldn't have blown up or continued their career trajectories without Jay's shout outs, but Jay definitely helped give a decent career assist to all of these dudes. Personally, I 100% tapped in with Neptunes, Kanye, and Just all because of Jay shouting them out.

Timbo I was a fan of anyways, and I knew 9th and liked his music before he worked with Jay.

Also Neptunes produced Shake Ya Ass was nearly as big as I Just wanna Luv u and had came out before, as did Superthug, Caught Out There, Girl Dem Sugar, Baby I Got Your Money.

I can’t agree with the Timbo and Neptunes shyt no matter how it’s spun. Jay didn’t even get their hottest shyt especially Neptunes. Who while they was working with Jay was doing big things with cats like Usher and Busta etc etc. I just can’t give Jay credit for that shyt.

But Jay shouting out people like Neptunes on Give It To Me is what got me more interested in finding out about them. And for sure Jay shouting out Just Blaze and Kanye helped put a lot of listeners on to them as producers.

Even Jay doing the Black Album promo highlighting the 12 beats 12 different producers thing was really dope. How many solo artists with big names were doing that in that era? Not a whole lot besides Em and 50 shouting out Dre, which kind of felt different.

Ehh. I guess. I been paying attention to who produced what before then tho. nikkas was even shouting out Trackmasters in the 90s. Jay popularized it for sure. But the producers he really helped outside of his in house producers the most was really 9th. Ye and Just were both on Rocafella. I feel like it gets both overstated and understated at the same time if u get what I mean. But I damn sure was checking for everything Neptunes was doing by the time Jay started fukkin wit them at all. Same with Timbo. nikka was already dropping bangers with Ginuwine, Aaliyah, and let alone Supa Dupa Fly with Missy before he even worked with Jay. No way I’m giving Jay credit for that.
