I think he can spit. I haven't listened to a ton of his solo material, but his guests verses that I've heard have all been pretty noteworthy.

9th has always had a wide variety in taste and listened to a lot of stuff that his more backpack type fans wouldn't expect. When Wayne dropped the first Carter, he was 9th's favorite rapper by a long shot. Jay-Z was probably his favorite rapper before they worked together, and 9th insists that most of the mainstream dudes he's worked with have been a lot cooler than a lot of the super backpack/underground cats that he's worked with.

I always thought he did a good job of having one foot in the mainstream and one foot in the underground. Also did a good job of straddling the fence between doing R&B work and hip-hop. Pretty sure he did those beats for Destiny's Child and Mary J in the same calendar year as M.O.P., Memphis Bleek, Sean Price, and Lloyd Banks.

Rick Ross kills me because I feel like he has teased me with moments of brilliance only to fall back into that basic shyt.

But all in all 9th needs to start working with all those rappers he likes.
