My views on this is that it definitely has some modicum of truth, but instead of racist i would replace the term with intense distrust. White people have shown the ability to commit heinous atrocities, at a level only imaginable by other races. And unfortunately black and african peoples have been the main targets of said atrocities. Many of the atrocities committed against blacks by whites were largely achieved due to naivitey on the part of many blacks that death with them, in that the blacks underestimated the pure wickedness whites were capable of.
So, i honestly couldn't blame a black person for hating whites. But the act of hate is very destructive and not at all healthy for the soul, so in general hate is something that should be avoided. That being said, i think having a healthy distrust of most white folk, but allowing for individuals to prove you wrong on a case by case basis is probably the best approach.
