Short answer, yes
Long answer, Cop gets called to a house party and 30 white kids are drinking underaged and don’t get tickets or are not arrested means the assumption is no crime has been committed.
Furthermore, there is no investigation to find out who furnished or sold the alcohol to them (another crime). Even more so, you stop a possible “public safety issue” as well by preventing drunk driving.
Meanwhile, the black student in your scenario will be arrested and booked. He will likely be overcharged, and have a bail amount that does not equal the crime. Then offered a plea deal with the only intention of locking him up for a short time.
Now if you really want to look at it even deeper: Which case would create more revenue for the county/municipality? Which would be easier to drag out into court? Which would get some lawyers in the area some work? When numbers are generated for the year they will be skewed because it won’t include the 30 white, frat boys but will include an aggressive charge for the one black male. And that’s if they JUST charge him and there isn’t anything that would want to use to complicated things.
This is also how it looks in school discipline. Even in a school that is 75% white, 25% minority, suspensions and alternative school punishments will weigh heavily toward the minority students. Lesser Punishments like Detention and ISS will trend white. But you know who is more likely to get expelled? White students.

harvard could do this in the other 49 states and get the same results...only liars and fools say and/or believe america and its so called justice system isnt saturated with anti black racism...
i would also like to point out that the deference the justice system shows white people is why white people love the police...white people are not going to seriously try to change the status quo...that would mean holding them to account for their criminality which would lead to mass incarceration of white people...white people not going to do the right thing and help black people if they think it means they have to lose the advantages/privileges they have...things have to remain unjust so white people can thrive is what i think most white people believe...i could be wrong...
